I have had further conversations with
the Home Office and Mr. Hay, Mr. Hallifax
being unfortunately in bed with influenza.
It appears that the two invalid Chinese
cannot be admitted to this country without
violating certain fundamental statutes of
jaażvidwg which contain mandatory provisions against the admission of aliens (these Chinese have got Chinese passports and are therefore aliens) so that there is no help for it but to
wait until they are cured. Mr. Hay is arrang- ing for their treatment in France and it is hoped that they will get well soon so as to
be admitted shortly. They have got medical certificates
& will ty again torrey (7.3.)
The silverware is a big difficulty, mr.
Hay told me this morning that it has been assayed at 900 and is therefore not allowed
to be sold as "silver".
I attach a draft to the Board of Trade asking what their opinion is. In the meantime
